This action SHOULD define a victory pretty quick.

Bush didn't allow a 25% attrition rate at the CIA during his two terms. Clinton did that. Even after the first attack on the WTC in 1993 and the numerous al Qaeda attacks that followed, Clinton talked about going after al Qaeda but did nothing. By 9/11, we were down 23,000 intellegence agents and had no operatives inside Afghanistan.
