Unless China is shipping over the crews to work on these projects, I don't give a rat's petunia whether it is a Chinese or an American CEO who gets the bonus.

At the same time, those whining about China undervaluing their currency should learn that it was US that asked China to peg the yuan to the dollar.
Those who are also wondering why jobs went to China should blame their leaders too, it was Nixon who went to China to open them up. The Chinese didn't come begging to US for jobs, we practically send them over. Blame those who ran the country to the ground: the super rich folks, not the Chinese.

I'm a software programmer. Mid to late 90's is when software jobs started to get offshored. Nothing big back then but we saw the writing on the wall and the voices were drowned out.
Today..most software, R&D, design, Program Management software jobs are done in India or China. Just some grunt work left here in the US.
City and State governments can offshore work; only Federal has to employ US programmers for work. It was a blossoming industry that got nipped in the bud. Even the hardware and chip design is offshored.

I suppose that's one view,....don't care whether it creates jobs for Americans as long as the "stimulus money" is spent. One might gather that you support the request for $450 million in stimulus funds for a Chinese-partnered venture in windfarms in Texas, even though the vast majority of jobs created by the venture would be in China proper.
BOTH parties are responsible. Anyone who politicizes this issue against Obama is willfully ignorant to the past.
Ask the humble folk of Indiana who owns their tollway? Who owns the Skyway leading into Chicago? Drive through Orange County and wonder why they haven't built more highways to unclog the traffic? Does Cintra own Texas?
Don't even get me started with the Ports.
