Yes, it goes to far, when a site has to make up their own stories and the documentation to support the stories.
So they (and you the o/p) are the ones promoting the action, not anyone else.

Tell me something: why is there a certain group of posters on here who absolutely refuse to read & comprehend what others have as fact? I saw it in that other thread about this subject. Fistgate...lol, what a name. If you're going to flap your hands about something, at least get it right what you're all squawking about otherwise you just look like people who just...are really not very bright. How many times does someone have to tell you that what you're overreacting about is untrue & what you think is fact is completely not even close? It's like dealing w/people who have been lobotomized...it's just weird.

They're probably mentally unstable or at least very homophobic. It's possible that they have some same-sex attractions but can't deal with that fact, so they overcompensate by ranting on a daily basis about Kevin Jennings, NAMBLA, the "immorality" of homosexuality, etc.

The problem is that when there are legitimate concerns, these peoples' credibility will have already been shot.

I'm not sure if it's an issue of education (in which they simply did not develop their minds for analytical / critical thinking) or whether they simply want to believe these people are evil so badly that they are blinded to truth.

It's a perplexing insight into the way the human mind works, wrong as such people are when it comes to facts.

1. WHERE is the evidence this was EVER distributed at all?

2. The handbook seems to be more aimed at teaching gay high school kids not to feel like freaks or dangers.

Nothing wrong with that unless you are a homophobe.
