I have to say, and I mean no offense by this, that your sense of humor leaves a bit to be desired. The whole point of this topic was to allow people to make a series of proposals regarding what they see as being their ideal set of policies... I think you took the topic a bit too literally; lighten up, don't take it quite so seriously and play along!

N carolina. I can't reveal the secret ingredient that pulls it all together. Sworn to secrecy by hillfolk isn't something I take lightly.

The antidote for grumpy gus and oscar the grouch is laughing in their face while you're mussing their hair. They're happily annoyed by that for some odd reason, but I'll concede there's a chance it's gender related. Doesn't work the same on Aunt Weazer who's been in a bad mood the past 40 yrs.

As evil dictators go, we should be grateful CD's are the mel brooks spaceball brand, and not a despot like Pol Pot.

First thing, make California a free republic. Deport all undesirables into California.

Immigration - Close all borders, build a better fence system along the border and defend it heavily. Impose much harsher sentencing for immigration violators(ala North korea), and round up and deport all illegals already here. Change the law from citizen by birth on US soil, to citizen by blood only.

Crime and punishment - Place much harsher penalties on petty crimes. Mostly in the form of community service rather than jail time, in things that benefit the community, possibility like a "habitat for humanity" type of system. Make the prison systems be used more for rehabilitation and shorter stays in prison. Prisoners should see psychologists, and individuals who are seen as unrehabitable should be executed or forcefully sterilized.

Welfare - Welfare should be used as a hand up. All women who are on welfare should be required to take a "norplant" or similar their entire duration on welfare and it should overlap by 6 months. There should be two levels of federal public housing and section 8. The upper level of federal housing will be for people who have full-time jobs or are going to college only. A person that has been without work for longer than 6 months will be forced into the lower level of federal housing. A person would need to have had a job for 6 months to be eligible to move back into upper federal housing. Abusers of welfare will be forced into community service. Men who have children with more than one woman and don't pay child-support for either child, could be forcefully sterilized or forced into hard community service.

Healthcare - Single-payer healthcare system.

Education - High-school education would be mandatory, and public colleges would be free. Anyone who doesn't complete high-school would be stripped of their ability to get a job, to drive an automobile, to vote, and could be forced into community service.

Political structure and voting - All elections would be publicly funded. To get on the ballot you would still require a small number of signatures(probably around 10,000 for national elections, and a lot less for local elections). There would be no political advertising allowed on television, and any "news" network would be penalized if they too often gave opinions rather than facts(or other biases). Most politics would take place in town-hall style meetings. But the final debates would be televised. When you go to register to vote, you will need to pass a computerized standard political knowledge test. Otherwise you cannot vote.

Religion - Institute a government funded religion tax(similar to Switzerland), where you can pick which religious group to give this money to. These church organizations would work as charities in the community and would not be allowed to "pass around the bucket", or accept any other contributions directly.

Economy - Repeal Nafta and institute "Fair trade" policies only, free-trade is stupidity. Standardize top executive pay to 10x the median or average pay of its employees, whichever is lower. Founders of the company or executives who have more than doubled employment in the company since their tenure began, would be allowed up to double this amount. But this does not include company mergers. Reorganize wallstreet as a long-term investor and entrepenuership system(think Berkshire Hathaway).

Taxes - With the reevaluation of executive compensation as a system based on compensating all employees better. This should bring up wages across the board. Secondly, institute a significantly higher minimum wage. As the gap between rich and poor decreases, the need for the rich to be in a much higher tax bracket will be less desirable. In this sytem of more equitable pay, all persons will have more equal tax liabilities. Since everyone will pay taxes, there will be less of a desire to pass "big government" social programs by people who don't pay taxes anyway.
I would also like to give tax credits to families with children. And a much larger tax credit to familes whose children are on the honor roll or similar.

Trade - No more exploitation of developing countries. Our fair trade policies should negate this exploitation. Any American company with labor contracts in other countries where the median employee is paid more than 20% less than the comparable American in the same field, would be fined heavily. And back out of the WTO and the UN(which is an absolute failure).

Energy policy - Energy independence or dependence only in North America(Mexico/Canada/America), heavy R&D into alternative energy, especially battery technology and energy storage systems. Cut off all trade with middle-eastern oil-producing countries. Expand mass-transportation into a national network, similar to Europes. Put some R&D into the possibility of a personal rapid transit system aronud core areas of the city. And heavily increase the gas tax to deter people from driving.

Drug policy - Decriminalize very small amounts of Marijuana. Greatly increase the penalties for very large amounts of marijuana and the posession of all other types of drugs. But make the primary punishment for drug charges in the form of hard community service. Criminalize rap music because it is a danger to society, and heavily fine any media that mentions drugs at all. Increase drug education in schools.

Parks and recreation - Parks are extremely important. I would like to expand the number of parks in many urban areas to about San Francisco levels. And make sure we adequately fund the national and state parks.

Environmental policy - I would like to invest heavily in vertical farming. Vertical farming tied with automation could alleviate the massive land-use of todays farming. Vertical farming would require a lot less water, no insecticides, and no fertiziler run-off. It could also make food cheaper, and lower the need for immigrant labor.

Foreign policy - Pull out of the failboat UN, block Visa's from any country that could have terrorists coming from them(even idiotic European countries like England, France, and Sweden).

Diversity and Multi-culturalism - Kick it to the curb, because it doesn't work. It just causes division in this country. Send all people of "other cultures" to the new country of California, and make it clear that no outsiders are welcome(ala Japan).

Technology and R&D - Technology is our future, it is our economy, it is our exports, it is our quality of life. Most R&D can be done privately, but some of it that won't pay off in the near-term(so it won't get investment dollars) needs to be heavily supported through federal grants(mostly through colleges like today).

Defense and war - Unless we have actually gotten attacked unprovoked. Then War should not be an option. And any war-mongering from elected officials or the media should be met with huge penalties. A good example of this can be seen in the lend-lease act from WWII from a supposedly "neutral" United States.

Gay Marriage - Government should only offer civil unions to all citizens. Only Churches should offer real marriages. But both should have equal legality.

Sports teams and government - Government should not be in the business of building any stadium used exclusively by any sports teams. All forms of entertainment and their venues should be owned privately. Government using sports as a means of revenue is sickening, because it helps cause extreme sport cost inflation.

I would change the following:

Judicial system:
Stealing would result in having a hand cut off
Rape would result in the males genitals being completely cut off
Murder would result in your immediate execution
All criminals would be required to do various community service, cleaning streets, etc. 40 hours a week.

Education system:
All schools would be military style. Corporate punishment instilled.
Any student with a 3.5 or higher could go to college for free.

Welfare system eliminated

Reds I like some of your ideas, but others not so much. Mind if I add another fence?

How about a happy farm for those americans who can't tolerate anyone being different from themselves, too 'stressed out' by multiculturalism, get their very own state of the union (whose vote doesn't count because their lives are perfect and why change anything?) the way amish and navajo do. Imagine a gynormous HOA state where everyone must conform to their personal sensibilities at all times. Let it be that prized gated community, but let the rest of us keep the key. Just think of the money we'll save on foreign policy misadventures alone!!!

Screening for qualified voters... wow that's a good one. Can't you just hear one group or another claiming it's discriminatory? (admitting they aren't intelligent enough to answer a simple question like, what year is this? who's running for office?). Our founders would likely have a huge problem with it but could they anticipate what we've become?

You may be pleasantly surprised to learn, that as originally configured, voting and citizenship was exercised by a small minority... property owners who paid their taxes.

Under the original state constitutions, only those who asserted citizenship AND paid their taxes (or did equivalent public service) could vote, or hold public office. In other words, if you're going to decide how to spend the public monies, ante up your share. If you didn't pay taxes, you couldn't vote.

Only after decades, was the "democratic" fallacy foisted on the people, and any warm body could exercise the franchise, and debase the republic, without accepting any commensurate duty or obligation. And thanks to national socialism (FICA, 1935), the warm bodies can vote for freebies and benefits for themselves and their cronies.
