Which country provides the best health care? What is the criteria?

The answer -- not the US. We are behing the UK, France, Germany, Australia, Japan and many others in those criteria.
We do lead in cost of health care (16% GDP compared to France 10%). We also lead in access to health care - except for the 50 million uninsured and 30 million underinsured.
