Katiana, a COLB can be issued based on an affadavit by the mother. It is not the same as a birth certificate. It really is not rocket science.

Sorry, pommysmommy, but a blog entry written by an anti-liberal housewife with two kids is not proof of anything. It's opinion from someone with no insider information. But the health department of Hawaii certifying the birth certificate of Obama IS proof even if you don't want to accept that very legal and binding truth.
The information below from the state directly contradicts what is in that personal blog.
