There's a difference between passing a law making someone a citizen, and requiring companies that own and staff ships to assure that the all the officers and the majority of other seamen be citizens.
It's like an early nineteenth century Homeland Security measure. They didn't have the means to do background investigations, so they did what they could to ensure the loyalty of seamen on American ships was to the United States.
I don't know much about these sponsors, I was just listening to the message. If it was out of line, I would not of posted it. The message is free of anything racist.

The message is a lie. The source of the message is racist.
That has nothing to do with the issue being discussed.
