It's a direct result of China's "One-Child" policy.
In China, only a male child can pass along the family name. (When a Chinese woman marries, she keeps her own family name... but the couple's children will have the father's family name.) And when a child marries, a girl's family gives a dowry, while the boy's family (and the boy) GET the dowry. And a host of other cultural perks to being a boy, or having a boy child.
So a couple decides, if it can only have one child, they want a boy. So they keep conceiving, do amniocentesis tests and abort girl babies again and again, until a boy shows up. Who can blame them?
Another example of a government who thinks the country will be better off with government cotrolling more and more, running head-on into the Law of Unintended Consequences and making the people WORSE off instead.
China is starting to relax their one-child policy, a little. But it's still in effect so far.
No, it's the hubris of utopians who think that they can engineer society like we engineer cars. That kind of hubris made the twentieth century the bloodiest century in history.

Lulu Sinclair, Sky News Online China is officially suffering from a shortage of women with 24 million eligible men predicted to be without wives by 2020, state media says.
One reason for the huge discrepancy between the sexes is the country's one-child policy which has led to selective abortion of female foetuses, said a study from the Chinese Academy of Social Sciences.
The gender imbalance means there will be more marriages within different generations, the study says, with more young men married to much older women.
The one-child rule was put into place 30 years ago as the ruling Communist Party became afraid that an ever-growing population would eventually run out of food.
About 400 million births have been prevented, the study says.
Currently, couples from cities cannot have more than one child unless they themselves are only children.
