Eric Lotke, Campaign for America's Future research director and lead author of the new report, calls the obstruction a "deliberate strategy." He observes that the congressional Republicans block legislation, then blame the Democrats for getting nothing done. "It's like mugging the postman and then complaining that the mail isn't delivered on time."

By the way, it is currently the 111th congress, not the 110th as your article mentions.

Democrats arent getting anything done because there isnt enough democrats supporting it. Since they dont need a single republican vote

There are 57 Democrats in the Senate. That means they need three non-Democrat votes.

That's because the article in question is from Dec. 2008 apparently, the OP might have realized that if they read past the headlines.
