Well first the F-22 project wasn't really cancelled. The government decided not to buy more than the 186 that it already had since they were too expensive.

It seems like this new russian fighter is a slightly upgraded version of an older russian jet fighter. Russia is always exaggerating its military capabilities.

Exactly. Basically the only thing that's been changed was it's frame. (shape) The engines are still 30+ years old.

The new fighter looks like an F-22 with a tail stuck between the engine exhaust. Among other things it's supposed to have supercruise and stealth capabilities, sounds pretty capable, perhaps more so than our aging F-15s and F-16s.

Yeah, always the same arguments from "analysts"...
However, Russian leadership decided in favor of a stealth fighter before satellite communications. And I am confident that they are working on new engine technology as well (which might meet the new airframe 5 years from now).
And one day these technologies may be exported (to the good friends in Korea and Iran), because that's Russia's way of funding their research. Unlike the Soviet regime, Putin will sell to whoever has cash.

The Russian Federation has the economic muscle of the Germany (S1.4 trillion vs S1.6 Trillion). I don't see them building more than a few dozen of the T-50s. Just enough to do a a nice flyover of the Kremlin for Vladmir Putin on May Day.
