Isn't this simply a building that houses about 200 IRS employees? A building that size would contain many more employees in other offices, so it cannot be concluded that the pilot intended to kill IRS employees.

If there are deaths, they are probably just average American citizens. They're NOT "the IRS." The IRS is an entity. You're celebrating the murder of INDIVDUAL CITIZENS who are just trying to pay their bills and support their families. Man...your perspective is seriously skewed.
