Money quote:

"defines legal abortion as a procedure "carried out by a physician or through a substance used under the direction of a physician." Anything else that terminates a pregnancy is now defined as illegal abortion - including miscarriages. "
Daily Kos: Please Help: Utah defines miscarriage as "criminal homicide"

The penalty for miscarriage would be prosecution as criminal homicide.

The ACLU has already filed objections to this law, but this is Utah, where crazy Republicans roam free. It now awaits the governor's signature.

Wow, that's pretty scary considering how many natural miscarriages there are every year.

These people probably believe that anybody who gets a terminal illness committed some evil act(s) in their lifetime. Damn Mormons.

*sigh* the state of Utah is becoming more idiotic and backwards every year (no offense to the rational, sane folks living in Utah)

Whats the difference between killing the baby while its still in the womb or killing it right after its born? If you study the history of abortion, you will see it was a strategy used by Margaret Sanger to kill of the black population which she deemed inferior. With Planned Parenthood clinics being placed in predominantly black neighborhoods and black women having the highest rate of abortions by far, her plan is working spectacularly.

It seems to me that a miscarriage that was treated by a D & C would be OK. Who is going to report a miscarriage they had to the police?

Here is something from a more reliable source than the Daily Kos that explains it a little better. It's still nuts.
