Your right. The Government doesn't negotiate. Traditional Medicare and Medicaid (both government programs) already have fixed prices for medical services rendered. They pay no more or less than what is in the stated fiscal year fee schedules. It's non negotiable. Unlike private hospitals, private insurance companies, etc.....
