Could be some school has a ROTC rifle team that needs to do some shooting...they did this in our high school, but apparently that isnt the case either.

first....it would be at the local level...not federal
second...it would be parade rifles, or compitition rifles...not shotguns

my HS had/has a rifle range in the basement, and we have a competition shooting team....and it is NOT rotc

The one's they practiced with sure LOOKED like shotguns..but I know very little about them.

In ours, you had to be in ROTC to be on the Rifle Team, and there was no basement. Practice was done outside. Always. From some of the stories I heard, that was probably a good thing.
