If you look at the statement on the video, its for a tax period of 12/31/2006, with additional penalties of $134.61 for that $.04 underpayment. And people criticized the credit card fees!!

Incredibly stupid. Even sending a bill for 4 cents costs the taxpayers more than it collects.

The thing about this is that the IRS or state tax authority, whoever it might be, always spends more money collecting than the money they want to collect. This is because their priorities are screwed up. The wealthy can get away with owing millions of dollars in back taxes; the Franchise Tax Board in California actually posts these names. Yet they don't go after them nearly as vigorously as the working stiff. It's a shame.

Going after this guy for 4 cents and then applying penalties and interest against four pennies is almost unAmerican. This is an instance where the IRS should have just written it off and saved tax payer money. And for those who question that last statement...think about it.

- The envelope - 10-30 cents.
- The stamp - 30-45 cents.
- The wages of the person who reviewed the docs - 15-120 dollars depending on how long the review took
- The wages of the person who generated and mailed out the notice - 10-15 dollars
- The paper that the notice was printed on - 5 cents
- The ink that was used to generate the notice - 4 cents
- The electricity that powered the computer(s) used to do the review, calculate the amounts and generate the notice - 15 cents to 2 dollars depending on the duration

If you add it all up, you'll come up to near or a little more than their penalty and interest charge. That's because they're trying to recoup what I just laid out...instead of just avoiding the charge in the first place by writing off the 4 cents and moving on to bigger fishes. That's what I mean by inefficient.
