Cash for Caulkers I believe was the term. More ridiculous liberal ideas that are epic failures. If a person doesn't have a job, the last thing they would do is spend money to weatherize their home.

Well......

There are now a LOT of houses sitting vacant......that perhaps, could benefit from this weatherization idea.

The ones that haven't been stripped clean or torched and are still suitable for squatters, temporarily house-sitting until a buyer ever shows up.

Sounds like an ACORN has rooted itself.

"The stimulus package gave a jolt to the decades-old federal Weatherization Assistance Program.

Weatherization money flows from Washington to the states, where it is passed to local nonprofits that hire contractors to spread insulation and install efficient heaters in people's homes".

The program is over 30 years old. (President Ford's term of office)

Actually it is. The fact that the federal government isnt hiring the contractors directly doesnt mean that they arent mandating the states to do so. But as you posted, its been doing so for decades. This however is an expansion of the plan due to additional funding and indeed is a failure as was projected it would be.

Nothing is mandated to the states. The money is offered with rules attached.

What constitutes a failure?
Houses were weatherized. 124000 homes were weatherized in 2009.


Maybe new jobs were not created but existing workers have work and are not on unemployment?

Much of the delays have been the states issues.

Also from the article:

"Many states held off on weatherizing under the stimulus over concerns about a Depression-era law that requires contractors to pay workers wages equal to those paid for local public works projects.



Bureaucratic delays kept officials in Austin, Texas, from weatherizing anything while they waited to hire furnace technicians under a $7.4 million federal grant, of which they received the first installment this month.


The recession itself has compounded the problems, since hiring freezes in some states meant there weren't enough public employees to administer the program".

Where are you getting that number? Wait! Don't tell - from the propaganda site also known as the White House?

According to the AP, who has analyzed the program, it is falling way, way short of expectations.
No, Better Home & Gardens, the GAO and the DOE.

Just the states of Ohio & Michigan had more then the AP's number.
The AP used partial data provided by the GAO.
The 5% was using one year instead of the full length of the program offering (til 2012)

We are now blaming Ford for Cash for Caulkers program. I never heard of that program till after the passage of the Stimulus act. Hmmmmm.
