Earmarks are a matter of the Legislative Branch. Obama is head of the Executive Branch. Lots of power and influence, but he doesn't set the rules for Capitol Hill. He sent a list of his earmark preferences and recommendations up in 2009. Most were adopted. The process has been opened up dramatically, which is why lists are released at all. Back in the days of Hastert et al, you could just write them in a book that nobody from the public could see. Democrats have brought us a long way from those dark days of like 2006...
