40Billion is nothing to sneeze at. And THAT is the "more realistic one". This would make sense no matter how low that number got. I don't understand accounting practices or "fuzzy government numbers" but it's still a winner.

Basically the government determines who gets a loan for school and who doesn't. And one of their first proclamations was that they were increasing Pell Grants.

It amazes ME how people can spew the same rhetoric regardless of the situation. Everyone, and I mean everyone who matters, knows anything, or cares, agrees this is a good thing.
