The law in Wisconsin is that minors are not legally able to engage in sex. That is what he is basing this on. Just as they are not of legal age to drink. You would not teach them how to make a martini or supply them with alcohol. Some people actually believe that kids are capable of self control and following the law.

I wonder what grades are being taught? If the law says its illegal until 16 and the class is being taught to 15 y.o.'s, well that's one thing; but my guess is its being taught to 11 or 12 year olds...
