Um... isn't that ho its supposed to be? If I bring my car in to the repair show and it needs a lot more work than another car its going to cost a lot more. if I have a history of repair problems and I want to buy an extended waranty then that warranty is going to cost more becasue the anticipated risk to the policy provider is more.

If this happens, it becomes interstate commerce, which the federal government has constitutional authority to regulate.
