Um... isn't that ho its supposed to be? If I bring my car in to the repair show and it needs a lot more work than another car its going to cost a lot more. if I have a history of repair problems and I want to buy an extended waranty then that warranty is going to cost more becasue the anticipated risk to the policy provider is more.

For whatever reason the company decided the risk was lower in that other county. Maybe some environmental condition existed in yoru area that raised risk. The bottom line is that cost must always be tied to risk. That's how insurance works. You don't really think chain smokers should pay the same costs as non-smokers do you?

Companies that provide health insurance to their employees receive a tax break. Self-employed people who buy their own insurance should get the same benefit.
