"To provide for the implementation of a system of licensing for purchasers of certain firearms and for a record of sale system for those firearms, and for other purposes."
Does this mean if I own a "qualifying weapon" that isn't registered, I have to go through all this stuff??
For the ten millionth time the Blair Holt bill is dead and has been for years.
Please explain your position. I'm personally not familiar with this particular bill. Does the 2009 mean he's simply resubmitting the same bill every year? I assume you know since you say its been dead "for years?"

Basically yes. There are all sorts of crazy bills that are proposed but only a few end up being realistically considered. Blair Holt is one of the wackier ones and has never been seriously pushed forward due to lack of support.
