I have done some more research and I agree Brown could have done a lot of things better.
People forget FEMA is only a mangement agency. They do very little themselves. What they do is help create emergency plans and arrange for OTHERS to respond like getting the Coast guard and the red cross on site as soon as possible.
I don't anything about the new FIMA head. or of any re-organization. I hope he does well.

It was hard for me to determine who was really in charge at that time from what I was reading. There seemed to be be to many national/state/local issues that certainly did nothing to help the situation.
Well I hope we have all learned from the past mistakes. It will only help the victims of the future.
Thanks again. It was rather nice to finally have an exchange of ideas without rancor. And I dare say I might have learned a thing or two.
