A head shot with a .22 is never a good idea. Center mass is always a bigger target. Most of the time, a .22 will not penetrate the skull.
I recently took a self defense handgun class and the instructor was an 18 year veteran of a local SWAT team. He related stories about his on the job experience including a former co-worker who had been shot in the head on two different occasions. Each incident involved the perp was using a .22 pistol. The officer's worst injury each time was a cut scalp and a head ache. Yes, he was lucky. But as the article shows, a "meat shot" is much more effective.
