I wouldnt consider Utah to be the most conservative state. I would consider Texas to be. But whatever
I dont agree with this law but I also believe in states rights. Fla has scan IDs also. They are scanned now for almost everything.. I dont agree with Fla doing it either. But I think Privacy trumps them both.
I don't like the idea either. One thing is to provide a date of birth. It's another thing for your every move to be tracked in a system. This does indeed wreak of Big Brother.

That's one way for the Mormons to see who isn't obeying THEIR rules. Big brother, thy name is religion. But we knew that already.

In Nebraska, if you are buying tobacco in any form and you look like you are under 40 will get a request for ID.
Looks like it may be more than just alcohol and Utah. I've even been occasionally asked for ID when using a credit card.
