Um, you do understand that's for feeding thousands of soldiers, uniformly, so no one gets sick, ingredients set out exactly so spending is controlled, etc....?

Actually my dad was in for 30 years, brother for 20, and brother-in-law for 20. I lived in Turkey for 2 years on my dad's assignment. I don't know everything, but I am definitely not clueless regarding military issues.

4.5.3 In-process coating weight examination. Prior to coating, a sample of 20 brownies or oatmeal cookie, as applicable, shall be randomly selected from the lot, identified, and weighed. After coating, the sample 20 brownies or oatmeal cookies shall be reweighed. The coating weight as a percentage of the product weight shall be calculated to the nearest 1 percent as follows:
Coating weight, percent = ((Coated product weight – Uncoated product weight) x100) divided by the Coated product weight

Think about how much it costs to make the millions of cookies they have to make, is all.
Please note the manual does NOT number how many oatmeal flakes to include/cookie. It leaves that number to the chef's personal discretion. Encouraging individual freedom, or lax liberal values? You be the judge.
