Because its near collapse , the govt bought up all the RR's. Its not a wet dream its tied heavily into this region's economy. Without this upgrade , the economy will have massive losses. This upgrade will also enhancing our freight network which will allow billions of $$ more in trade. There is a plan to upgrade the Midwestern network , each region has its own plan. But Amtrak has this on proirity since half the corridor is on the verge of collapse...

Not to mention that if rail travel becomes more common in the east, it will spread west.
