The government sets up regulations, enforces them, provides oversight, conducts inspections, and private sector businesses follow them, that's how it goes. In this case, the government was not following or enforcing its own regulation, by not performing inspections or providing proper oversight.
So how about we hold government accountable for its screw ups and failures once in a while?
How about we do exactly that for the period 2001-2008 and put the perps in a small underground cell for the next few centuries?

Powell thinks Obama failed miserably? Maybe you can show me where he stated that?
The only thing Powell stated was he wished Obama would have given his speech about the oil spill a few weeks earlier to inform Americans sooner about the government's active involvement in the cleanup:
Colin Powell: "I think the president directly said the other day that he'd been monitoring it, following it, and ... been on top of it from the beginning," he said. "But that impression was not conveyed to the American people. And the comprehensive speech he gave the other day, I think he would have been better served -- and the nation would have been better served -- if he had given it a few weeks earlier. But I think the federal government is now fully engaged."
Comparing Katrina to the Oil Spill is only something a true wing nut would attempt. The difficulty of making a few phone calls and cutting through bureaucratic red tape to deploy logistics already ready to go , just waiting for the call - vs trying to plug a hole in the bottom of the sea that even the "experts" can't figure out a solution for... that is just stupid.
No question, Birnbaum deserved to be fired since her agency was responsible for the oversight of the drills. I am sure there will be carry on investigations as to what occurred but they need to take at least some responsibility. I am just glad Obama didn’t go down to the gulf and say “way to go Liizzy”.
