We know 0bama cannot stop the leak, and neither can his Nobel Prize winner Steven Chu, but that is not his job, that would fall under the expertise of BP and other oil and gas experts.
0bama's job is to lead, and to make sure every resource is available, and every thing that can be done is being done to contain and mitigate the oil spill.
So far, he cannot even make a command decision on something as benign as authorizing Gov. Jindals request for sand berms, he had to wait for almost three weeks to hear someone else tell him what to do. Hell, states can't even get the assistance and resources they need, 7 weeks after 0bama says he took control over the spill.
Considering that the experts are not clear whether the berns will help that much or if the long term effects of them may be good or bad, Obama did allow Jindal the political value of them. Of course, if it turns out that the berns are bad ecologically, Jindal will always be able to blame Obama.
In my estimation, Obama suffers from Paralysis By Analysis. There is no such thing as making a decision on the fly with this Administration. The best leaders are able to make hard decisions on the spot. Barack Obama is clearly not a good leader. His own idiosyncrasies are killing his image.
That is why we should not elect people who do not have prior executive experience. Being the last person in the link of decision making tempers a person. It gives them confidence in themselves, in their own ability to make decisions.
Even a city mayor learns leadership and the confidence to trust their own judgment. They learn when to make quick decisions, when to use caution and when to seek learned counsel, and when to be cautioned against making rash or uninformed decisions.
It seems as if 0bama is refusing to make any decisions, this way he cannot be blamed if things go badly, and claim credit if things turned out alright. But emergencies and disasters is when we need leadership, not deferments and finger pointing.
0bama seems to be using the vast resources available to him as president to shield himself from having to make decisions.

How can a berm be worse than oil washing up on the beach ???

It is so nuanced that it is beyond even you if you think he was mocking conservatives. Some things are what they are no matter how hard you try to read something else into them.
I am unable to find any humor in this situation, be it in a monologue or joke by Stewart, Letterman or anyone else. It's a catastrophe and desperately sad.
I truly feel someone else is yanking his strings. For this President cannot seem to make decisions on the sly, as in right now!
