Dogs are pack animals. They need company.

Some human beings who have dogs are not aware of their physical or emotional needs.

It's sad.

It's not animal abuse it's a fact of life for many people who have to go out to work and have no one else to stay with the dog. Maybe they should get a dog for their dog and it won't feel so alone.

Ya they just want an animal for their own selfish needs.

Have you offered to help your neighbor?
It doesn’t seem like you genuinely care about the dog.
Regardless of what you think of the neighbor, if you cared about the dog, why not offer to take it out?
That’s a pretty common practice between neighbors.

My dog has access to the yard, fresh water, food and shelter when I am away. He's not locked up in a kennel or crate. His job is to Patrol the property which he couldn't do if he was chained or locked inside.

It's better now... there's another dog their sometimes now when no ones there.. probably a friends dog..
