Well you didn't give price limits, so let me add another one:
Inn by the sea in Cape Elizabeth....beautiful hotel, I've been in the lobby and seen Big dogs happily greeted and pet by the hotel staff.

The others I can only comment on location & condition
Portland Harbor Hotel , Nice right in the old port, right outside the hotel is city street...people walk their dogs but no grassy area in the immediate vicinity.
Hilton garden inn & residence Inn - Nice, same situation of being down town...although there is grassy area across the street past boat docks...good walk path.
Howard Johnsons - cheaper hotel out by the mall, ok if price is an issue.....might as well open your search up to include scarborough.
Fireside inn is nice but way out there.
I'm not sure I care for the other locations but some will tell you
Inn at ST john is nice, area looks a little shady to me, but others have highly recommended it.

east end promenade &
Portland head light has an off leash dog area on the trails to the back of the park. Also
Willard or Higgins beach after 5 or 7 all depending on the time of year is off lead dog friendly.
