Hi, we are considering to relocate to Portland area from Massachessett, we live in a nice suburb close to Boston with top rating school system.

Aren't there federal laws governing special education services and IEPs? Can a school system refuse to offer services...under threat of lawsuits?

My wife is a retired special education director. Special ed is supposed to be quite uniform coast to coast. In reality, it varies a lot. All the towns mentioned above are very good because all those towns are quite prosperous compared to Maine as a whole.
