I guess that all things are relative.

I have lived in areas before where LEO routinely responded; and I have lived in areas where LEO rarely went to.

In my humble experience: a neighborhood with high LEO response is a relatively high crime area.

The neighbor below me listens to his police scanner all the time, I need to get one as well.

My assessment of the situation is that these types of people grew up in a situation where threatening one another is considered normal behavior (which is why it might be that I have never seen anyone hauled off in cuffs). Alcohol consumption and (probably) drugs as well seem to be highly consumed on this street, which has a tendency to rile people up emotionally.

The street is weird; you have this element, but also many positive citizens from the average Joe to college students to professionals.

When I lived in Minneapolis, a property would be deemed nuisance by the police if the police where called to a particular property over five times within one year. The landlord would be required to evict the problem tenants, but, the property could also then be deemed a nuisance by the city, in which the city could seize the property from the landlord for not having control over the residents.

Portland does not seem to have such a law. I think that it should.
