I recently moved out here and noticed immediately that the roads are extremely noisy to drive on - especially freeways. What gives? It's like the whole city left their roads half done. The level of noise is comparable to what I am used to in construction zones in other cities that I've been to.

There were some nice patches of properly done roads as I travelled to Multnomah Falls. Is there a reason why the roads are the way they are?

I've noticed this as well, also true when I lived in Washington.

I think different materials are definitely used, as you need a road that can handle a lot of moisture, but don't need to worry about the freeze/thaw cycle you can see in other climates. You'll also notice a lot more "waving" of the road, where it makes waves, rather than cracking or pot holes.
You don't need to use plows here, so that can also be a factor on the type of material put down.

These are just my guesses.

The Banfield, when it first when in, used to "sing" - different stretches had different pitches.

Also, since it only snows 2 or 3 days per winter, Portland has almost no salt trucks or snow plows. Many people use winter tires with studs from about Mid-December to March. Studs tear up the road surface.

Portland's politicians run on, and get elected, on strong "green" stands. One of the strongest yardsticks for Portland politicians is a stand against cars and commuters from the 'burbs. Bike trails to downtown, TriMet bus & rail lines, and other non-oil based modes of transportation get the local transportation money and support. Most of the 'burbs don't vote in Multnomah County nor City of Portland.
