Was paying about $25/month in the summer, now $80/month for electricity. Was pretty shocked by the drastic increase. (Our place is 2 bedroom 900 feet). I do have friends with electricity included in their rent.

Most places should include garbage/recycling, water, and such. We only pay electricity and internet (if you want it).
My electric bill for a 1bdrm apt is so far this year higher than what Dave reports. I'm using a dehumidifier this winter so I can have dry bath towels. Last winter the apartment was almost too humid to live in.

Call it $20.00 per month for dry towels.

I've heard people mention a site you can go to see the previous tenant's electric bill or something similar. Any have the link to that? I looked at PGE's site but couldn't find it. Thanks!

I don't know about previous tenants but all Portland utility companies have historical data for your account. This is helpful for identifying peak usage times during the year.
