When I was living in Chicago the weather forcasters used to use the term "sunbreaks" for partly sunny-overcast days.

I have two answers to the original poster's question, "what do you consider to be a 'sunny day'."

October-June: Any day that you get scared that the world is ending, because you look up and unexpectedly see this monstrous, fiery, yellow ball in the sky.

July-September: Every day.

Well, up here we have "sunbreaks."
To me a sunny day is, It's not raining. That's sunny enough for me.

We just got back from L.A. The sun hurt my eyes. I think I'm officially a Portlander.
(OP: The weather report often shows a 10-day forecast of clouds/showers. I've been surprised how much sun appears during that time, albeit briefly. I consider those "sunny part-days" but not sure if they'd qualify as "sunny days."
