It's my understanding that Oregon taxes all pensions (everything but SS), correct?

Not entirely correct, State & Federal pensions earned before about1994 are exempt. The history is that the State exempted their pensions from State tax (one of the deals they made when State pensions were parsimonious). A bunch of federal employees sued the State claiming that the could not discriminate between public pensions and that many federal pensions were in lieu of Social Security and won. The State then eliminated the exemption on future retirement income.

Seniors do have a lot of other exemptions in the State return that others do not receive. The State income tax form is available on the inter net. I recommend it to those who want to evaluate its impact.

Each state and municipality has evolved strategies to obtain the resources needed to provide services. Oregon, for example, has no sales tax.
