I'm really only considering Sitka. Aren't they separate from HAP housing?

I believe they are. I think they are HUD housing.

Yep, but their application process is still incredibly convoluted. They rarely return my emails and don't answer phone calls.

Christ, I just now realized that I misspelled "restricted"... There are West Virginians who can spell. Trust me. Haha

I wonder if you just have to apply in person. I guess they get a whole lot of applications on a daily basis.

Don't worry about the spelling. A good friend of mine lives in West Virginia and she can spell just fine.
