What is the acting scene like in Portland? Specifically for film/indie film opportunities...not so much theater.

There is no acting scene in Portland currently. Theater is mostly unpaid community theater.

Film companies, when in town, sometimes do extra calls. No way to make a living.

Very high competition for roles in very few acting companies. We have an abundance of great talent but not enough work for them. Many of our fine stage actors who also took part in movies and TV shows being filmed here were pushed out by professionals hired from outside of Portland to do the roles. In other words, these companies bring their own talent with them.

There are some agencies that hire extras for films temporarily being shot here. If you look in the classifieds in the newspapers especially ones like Mercury, The Portland Tribune or Willamette Week you may find them.

There's obviously enough work that the state has an office, Oregon Film. Their website lists current productions and information on jobs. Leverage continues to be shot in Portland, and looks like there's potential for another series, Grimm. And, of course, Portlandia, is currently in production.

This website looks like it might be a good resource.

There are a number of professional theater companies in town. Just check the call-boards.

Not sure anyone could make a living at it exclusively, but it's there.

That's just so the state can get it's share of fees from film companies. Despite not having much of a film industry, a lot of movies have been filmed here.
