On the other hand? In most states, driving through a red arrow for any reason (other than being an emergency vehicle) will earn you a reckless driving ticket.
Only if you mean driving STRAIGHT instead of turning like the arrow tells you to do, or failing to stop first; and in Oregon, that means you can turn right on a red arrow after stopping and it is all clear, unless there is a sign prohibiting turns on red.

OTOH, I completely understand the frustration of trying to do the right thing with some jackalope behind you insisting that you break the law (red arrows do mean 'thou shalt not turn', BTW).
wow, nothing like getting it all wrong. not only are you off on the red light thing, but you are not aware that many stop lights now have cameras recording your license for a mail- in ticket?????? especially beaverton, but other places too.

You can't ever turn on a red arrow. Quoting the actual law (statute number at the end): Steady red arrow signal. A driver facing a steady red arrow signal, alone or in combination with other signal indications, may not enter the intersection to make the movement indicated by the red arrow signal. Unless entering the intersection to make some other movement which is permitted by another signal, a driver facing a steady red arrow signal shall stop at a clearly marked stop line, but if none, before entering the marked crosswalk on the near side of the intersection, or if there is no marked crosswalk, then before entering the intersection. The vehicle shall remain stopped until a green light is shown except when the driver is permitted to make a turn under ORS 811.360

Sigh. You go to the trouble of looking up the law, quote from it, and come to the 100% wrong conclusion.

Quote:
The driver of a vehicle, subject to this section, who is intending to turn at an intersection where there is a traffic control device showing a steady circular red signal, a steady red bicycle signal or a steady red arrow signal may do any of the following without violating ORS 811.260 (Appropriate driver responses to traffic control devices) and 811.265 (Driver failure to obey traffic control device):
(a) Make a right turn into a two-way street.
(b) Make a right or left turn into a one-way street in the direction of traffic upon the one-way street.
Crystal clear.

Easy .... Never a Left Turn on a two-way street on a red arrow, and Never a left turn onto a one-way street if the cross traffic is coming from your left, or Never a right turn onto a one-way street if the cross traffic is coming from your right. PERIOD. Of course you would never make those left or right turns, or see a red arrow in the direction of oncoming traffic on a one-way anyway.

(scroll down to the second question)

yes, you may - after coming to a complete stop and yielding all right-of-way - turn right on a red arrow.

(a)Make a right turn into a two-way street.
