Which is better depends on what you're studying.

They both have nice campuses. L&C is closer to downtown Portland.

I think Lewis and Clark has a better reputation academically and is a little tougher. At least that's what I got from people who attended both. Most of the people I know who went to Pacific were from Hawaii for some reason and most of the people I knew who went to Lewis and Clark were overachiever types from families with enough money to afford that school.

Pacific is out in Forest Grove, which can be a minus or plus depending on if one wants to go to school in a fairly quiet small town. Lewis and Clark is in a fairly hidden corner of SW Portland in the woods above the river, but it's really not far from the rest of Portland. Both are kind of quieter schools in the Portland area in terms of attention which often focuses on the small but prestigious Reed College(and the drug use there and occasional overdoses) and the massive in size but less renowned PSU. Oh, and U o P is good at soccer.

i live near Pacific. Forest grove is nice and the school is located right in our downtown area so it's very walkable/bikeable. If you want easy access to downtown portland or active nightlife, you won't be as happy out here. I have visited L&C and to me it was very nice, it felt more pretentious. Even though it's closer to portland, L&C is kind of more remote, as in you can't just walk to a store or other stuff like that as easily.
