Is there a limit to how many pets you can have in the city of Portland?

Three or or fewer ducks, chickens, rabbits, doves, pigeons or pygmy goats in a residential or commercial setting (Chapter 13.05 Specified Animal Regulations).

No more than three Miniature Vietnamese, Chinese or Oriental pot-bellied pigs (13.10.020 Swine Not Allowed in City; Exceptions.)

I can't find anything in either Portland City Code or Multnomah County Code about dog or cat numbers.

You can keep up to 3 dogs, 5 cats, 14 hamsters or 500 fleas.
There are other limits as well: the elephant cannot be taller than average house in Pearl district, the great blue whale must fit within the Keller Fountain pool, the rooster must not ****-a-doodle-doo louder than the jets landing at Portland International Airport.
Other than that, Portland is "live and let live" place when it comes to animals.

If you have too many animals, expect the humane society to be checking up on you, and if animals aren't well cared for, then you are going to have some legal issues.

An attempt is made to control Animal hoarders.

Individual HOA's or CCR's might have restrictions on the number of animals, so you must ask at every house you are considering.

If you are going to be renting, you won't find many landlords who will allow more than two.

I know that by city ordinance in some suburbs there is a limit per household. My doctor lives in Gresham and he once told me there was a different one for cats and dogs. I don't know if Portland has one but you can easily find out by contacting the Multnomah County Animal Control organization.

Other than that if you are renting, a landlord who allows pets will more than likely tell you how many will be allowed in the apartment.
