I dabble in the Chicago forum as well, so I end up making this point often, but Chicago (city specifically, not talking metro overall) has a very different housing stock, oriented more to Apts/Condos. Portland by comparison has a much heavier proportion of SFH, and a fairly slim stock of apts/condos compared to current demand.

Within Portland's apt/condos you mostly either have older stuff on the low end (because go back 15-20 years and it was pretty cheap to buy/rent a SFH in Portland), or newer developments targeting the emerging demand from the mid-to-high end crowd. And that's particularly true in the corner of town you're looking in.

There are a few developments built for your range, but far more demand than supply.

If you were working on the west side (or far east), your options for decent apts in your price range would be much broader. But I really wouldn't recommend the commute from the west side, even if you'd be reverse commuting half of the route.

Portland is known for its beer. There was a thing on Food Network about it. Lots of bars and local beer. Food carts (cartlandia is awesome).
