I think you're misinterpreting what the map shows. For one, there are at least three pretty sizable districts not yellow on the map (Argay/Russell and the eastern half of Parkrose Heights). Not to mention that from the legend the map appears to conflate both economic and racial diversity.

The bigger issue is that just because this is the area where poorer residents are landing disproportionately doesn't say anything about whether the area is or will be poor or middle class in terms of its overall population. The fact that the forces of gentrification have pushed poverty eastward is pretty undeniable, but that's not ipso facto the same as saying all of east Portland is impoverished, which is the twist you seem intent on making.

But sure, there's no question that over time that could continue or spiral in such a way that decline becomes inevitable, in no small part because of how schools are impacted and how "school quality" impacts desirability, and how that cycle perpetuates.

But for now, prices are lower out here for a variety of reasons, but one of them is simply the distance from the city core and the commuting challenges (esp time) that come from that.

15 years ago Roseway was working to middle class. Now a typical home there sells for north of 300k and there's basically nothing for rent. The same families that were looking at Roseway now look at Russell if they can afford that (maybe 20-30k cheaper for a similar house) or Hazelwood if they still need something cheaper than that.

But look at Mill Park (bright yellow on the map) and there are still lots of pretty nice little residential nooks in there, like SE 114th Pl off of market or any number of others.
