I am on a first name basis with the highest ranking Civil Engineer in Portland. I don't think he wondered about Portland's general lack of job opportunities. He decided he wanted to live here and made it work. Obviously its not a huge niche Civil Engineering. People like yourself IMO, should have say... ten cities that you think are better than where you live now, and a short list of five that really trip your trigger. Apply for jobs in all five. See what shakes out. Or come to Portland and take your chances. You have a degree, you will find work of some kind. FWIW.

Degree, PE licence helps a lot.

CH2M Hill is based in Oregon but has projects all over. Absolutely check their website to see what they are looking for. Vanderhouwen is a recruiting firm, no harm is seeing if they have something that meets your skills.

I notice that the Oregon Employment Department has a listing for an experienced Civil Engineer (Roadway). Oregon Highway Department is headquartered in Salem but does have an office in Portland Metro.

The other option would be the Army Corp of Engineers, look on USA Jobs.
