I might be passing through Portland for a few days in the second half of August staying with a friend. I was wondering what attractions Portland has to offer a visitor on a limited budget. Any suggestions?

Since the OP is staying with a friend, Airbnb won't be necessary.

You can go to Saturday Market (on Sunday too), the Farmers Market, walk the riverfront, go to one of the free/cheap outdoor movies or find a local street fair - check the daily paper (Oregon Local News, Breaking News, Sports & Weather - OregonLive.com) or the weeklies (Portland News, Movies, Music, Restaurants, Arts - Willamette Week, Portland Mercury) for more ideas.

Edit - you can of course visit Powell's Books, but that could be dangerous on a limited budget. http://www.powells.com/

I visited Portland this past April and spent virtually no money there except for food and gas to get around (I also saved by using Airbnb but you have housing covered it seems). My local friend just took us to all the cool neighborhoods and we just walked around. There's plenty to see. I went to Alberta, Hawthorne, Mississippi, the Rose Gardens, Cartlandia (for food cart experience). We also also trekked out to the gorge to hike and checked out Multnomah Falls, and the Vista house. All kinda touristy stuff but free and we saw a lot for only there for 3 days.

When we go there (4-5 times a year) we stay at a truck stop, The Portlander Inn. The motel is nice (West Wing) and it's like a little city, even has a theater with first run movies for $5. Besides Powell books we always stop at the Portland Nursery on Stark, the Rose Garden in season, and often visit a few of the many waterfalls in the area along highway I84.

Thanks for the suggestions on things to see and do on a budget. As I mentioned in my original post and a friend of mine will be hosting me if I go so I do not need to worry about lodging/s.

Portland Parks and Rec has a lot of free events all summer long. Here is a list:

POrtland bins are an amazing experience, if you like thrifting and adventure! There is a new store opened by the Ikea, it is still quite clean Here is an old article, but it captures the spirit:

And go visit the Central Library. It is beautiful.

Saturday Market is not that great honestly....I don't know why it's always "the" Portland thing to do because it just puts tourists in one of the worst areas of Portland confusing the hell out of them and is just a vender market place. It can be fun to go but there are so many other things I think of when I think Portland.....

I don't know what the OPs interests are but things I always suggest people do is visit the food cart pod near Powells (the one that's an entire city block plus) for a cheap lunch and some interesting people to converse with, check out Powells (you can make a list of interesting books rather than actually buy them), ride the streetcar to NW 23rd and visit Salt and Straw, check out the neighborhoods it passes thru, even ride it all the way in the opposite direction and ride the tram for something that isn't in every city and check out the OHSU campus (the walk from OHSU to the Veteran's hospital across the bridge is great), walk around the water front, walk thru the park blocks near PSU, etc. That's the downtown cheap tour. Then there's a lot to do on the east side too but I'm assuming (?) the OP will be coming with out a car so using the streetcar to get around and focusing on one side one day, the other side (of the river) another day is a good way to do things. I also think that the Jet boat tour is pretty great, and not very expensive and is a very "visiting Portland" thing to do. Also accessible by the streetcar once they open the CL again which is soon I think.
