And the sad irony is that most retirees are in the middle of that rich-poor sandwich!

For many in need of care there are a number of adult foster care homes in Portland metro. In my experience their ambiance varies a lot and you really need to visit your family member regularly to keep an eye on things. The latter is important simply because the facilities are small and even if the operator lives on site s/he needs to hire help from time to time. https://www.oregon.gov/DHS/PROVIDERS.../Overview.aspx

Adult foster care is less expensive than nursing home care and many prefer it to an institutionalized setting. What adult foster care lacks is social activities.

Thank you for all your helpful responses! I have been carefully following all leads.

My idea is that I will pay for the buy-in / entrance fee as well as chip in on the monthly expenses. I can't afford a Mirabella-type CCRC for my friend but the modest ones could be workable.

You are right that the middle class has few choices, even with assisted living facilities. No one wants to build for the middle class - not enough return on investment. What I really hate is that they charge top dollar for these place and pay their staff minimum wage. And then they wonder why Certified Nurses have a 30% annual turnover rate. If you pay people decently, they are far more likely to not quit!

Thanks for the resources - I have been hitting the phone and the internet to learn more about all you recommend.

Historically CCRCs have had a lot of financial problems because their frail residents lived longer than their actuarial lifespan; one of the consequences of living among friends, good care and improved medical care. The CCRCs I mentioned are all non-older profits so no one is making a bundle at the expense of their residents. Mirabella is the first of its type in this area.

If you are willing to look in the mid-Willamette Valley check out Mennonite Village Continuing Care Retirement Community | Albany, Oregon | (541) 928-7232 Their program is relatively new and may not be less expensive than the ones I mentioned.
