There should be some openings (tho may not be funded) I know several SE teachers in OR who have had to QUIT (low pay, no support, decreased programs, no aides).

Consider 2 minutes NORTH of OR.

or... at a Tribal School in OR or WA. (They will usually forgive 100% of your school debt with x yrs service)

or... better yet... DOD school (overseas!) PAID to travel! obedient, disciplined, highly motivated / students with a desire to learn (That is a rare commodity!)

Yes in PPS, BSD and probably Hillsboro. My son is in a contained Spec Ed classs in BSD and you can PM me any questions. There are specific districts that do full inclusion and districts like BSD that have specialized classrooms.

Teaching jobs are notoriously hard to find in Portland proper. Even though the city is growing fast, the school age population hasn't been growing nearly as much. The district projects enrollment increases in the future but who knows. There are bazillions of young teachers looking for work in the greater Portland area so jobs are tough in all the specialties. The further you get from Portland the more things open up. A lot of teachers in the area traditionally do the reverse commute, live in Portland and drive out to outlying small towns for jobs. But that is getting harder and harder as the traffic is getting worse and worse in every direction.

Your best bet would be to also look north of Portland to the greater Vancouver WA area. Schools are generally better funded in WA and Clark County (Vancouver area) is growing faster than the rest of metro Portland so more new schools and school jobs. Especially on the outer edges in places such as Ridefield where new school construction is happening the fastest.
