Keep in mind the fact that property taxes can change. Back in the day (way back machine revving up) Vancouver was popular because of low property taxes. Then came urbanization: sewer systems, new roads, water districts. Older neighborhoods (like Portland) are obligated to separate sewerage from stormwater - they have been fighting that for YEARS but EPA says no more because it overflows into the rivers.
Basically, there is no free lunch.
That said, owning in the city of Portland is no fun.
I have friends in the unincorporated community of Metzger. There are nice houses there.
And a Portland address outside Multnomah County doesn't necessarily mean an unincorporated area. There are some small areas in Washington and Clackamas counties that are inside Portland's city limits. You can see them on the maps linked above.
That's pretty much what I've been doing, with results clustering mostly in Tigard plus a bit of Beaverton. Tualatin and Wilsonville came up until I narrowed down the search geographically.
