Do a search for property management companies--there are some that don't advertise on craigslist that have really good (less than average) rents. Search for one with "American" in the title (since I can't post the link), for an example. Their buildings are for the most part in close in SE and NE.

There is a great youth hostel on Hawthorne st, Sorry I don't remember the name but I would recommend staying there when you come to POrtland. IT is right around an area you would like (based on your description) and the owners would be able to help you out with narrowing down locations so you don't waste time with dead-ends.

Portland Hawthorne Hostel sounds like what you're thinking of.

It is a good location. SE has a lot of big, older houses that have been broken up into apartments, sometimes for very reasonable rates.
