Hi I plan on moving to Vancouver washington which is very close to portland. i was wondering if you guys could tell me how the music scene in portland is, preferably the punk rock scene. i'm looking to start a band up and want to know how good the music is over there. And I have been told they have small theaters that play B movies and amature films, I was wondering if anyone could tell me a few good theaters to go too.

Don't know much about punk rock myself, but if I wanted to learn, the first place I'd look would be www.portlandmercury.com .

And some interesting theaters:
Cinema 21
Clinton St. Theater
Hollywood Theater
Northwest Film Center

Also, look up the Reel Music Festival, which is about to start - a couple of weeks of movies about music.

There are quite a few smaller clubs that specialize in this kind of music. You have to keep your ear down because it's pretty underground. I have a friend who is into some interesting music and I never would have found it if he hadn't told me about it.
